    Bizzaro Dynasty League - The Teams

    Mission Statement
    The Bizzaro Dynasty League (BDL) was created by Centurion in the summer of 2011 during the NFL Lockout following the 2011 NFL Draft. A lot of us were really bored and were looking for something to keep us occupied. There were some falters early on but eventually we got rolling and have been evolving the BDL into something we hope lasts for years to come.

    Bizzaro Dynasty League - The Rules

    BDL Basics
    - 16 team Dynasty League created by combining the 2011 Pre-Lockout Rosters of two real NFL teams, each owner got full reign on any and all player moves. After almost four years of our own drafts, trades and free agency most of the current teams hardly resemble the ones that original were formed.
    - Every team will have an owner. If they desire, they can have a GM/Co-Owner, too. The owner, however, will have the final say unless he otherwise specifies
    - There are a few limitations to keep owners in check. A Salary Cap and a Roster Size Limit.
    - The current Salary Cap for 2016 is $165,000 per team. We converted all original salaries into thousand dollar increments by cutting off the last three digits in the players NFL per year salaries. So for instance a player made $40 Million Dollars over five years in the BDL that would translate to $40,000 over five years or $8,000 per year. That $8,000 goes against a team’s Salary Cap.
    - The current Roster size limit for 2016 is 70 players per team. The original Roster size was 75 players because each owner had two full teams to try and squeeze together. Lots of players were cut for high salaries, age, performance and other reasons before the start of the 2011 season. The original intent was to not allow any additional players to be cut and that their contracts had to expire naturally in order for them to become removed from your roster. That proved to be unwieldy in the first year as injuries mounted for teams and by the rules you couldn’t add more players. In the 2012 offseason we created some additional rules to alleviate those restrictions and they seem to be working. Players on IR don't count against this number.

    BDL Games
    - Because we have 16 teams we use a 14-game schedule where teams play their division opponents twice a year and then two other divisions on a rotating basis year to year.
    - Scoring system. Every week will have matchups that include lineups and game plans for each team, and the top vote-getter that week in that matchup gets the "win". Final vote result will be the "final score".
    - Players that are injured, out or inactive during a particular NFL game week cannot be inserted into a team’s weekly lineup or game plan and if done so then should not be counted as far as voting is concerned.
    - Players that are injured, out or inactive the week previous to an NFL teams Bye Week are also considered that same status during the Bye Week for lineup/game plan purposes.
    - The starting lineup is of 11 players on each side of the ball, in addition 8 substitutes on each side of the ball may be included
    - Each owner must vote on 4 games (excluding their own) in order to ensure games get voted on or they forfeit. If this occurs often then owners may be subject to losing their teams.
    - In the regular season, if there is a tie in a game after midnight an additional hour of voting to break a tie is added and then if still tied, recording as such.


    BDL Playoffs
    - 8-team playoff - 4 Division winners + 4 other best records in League. Seeded by best record.
    - Tie-breaking rules (two or three teams) for playoffs:
    1. Head-to-Head record
    2. Best W-L record in divisional games
    3. Best Net Points
    4. Coin toss
    - Home Field Advantage in Playoffs:
    Teams who win their respective division will receive home field advantage in the Opening round of the playoffs. This gives them the advantage that if the score is tied at Tuesday midnight ET that they advance. However, from the Divisional round forward there is no home field advantage. In this case, if teams tied after the allotted time the thread will be extended for another day to allow more votes to decide. After that it is on an hour by basis as sudden death.

    BDL Rosters
    - Roster Status - Each player on a team’s roster will be freely tradable between two teams unless they were Signed during the current BDL year. When a player becomes Signed they are no longer tradable or cuttable until the following calendar year after the Bizzbowl has been completed and all players reset to become eligible for trades. A player can be Signed through several options including the following: 3 Up, Draft, Free Agency (FA), Shark Tank, Waiver Claim, Contract Renegotiation (Renew/Double Down), RFA, ERFA. A player can only be Signed once during a calendar year.

    - Players on any sort of real life Reserve List (IR, PUP, NF-Inj, Left Squad, Susp, etc.) or that are Free Agents signed to no real life team do not count against a team’s 70 man roster limit but are still counted against the salary cap. If a player comes off one of these lists or signs with a team then an owner may designate that player as active on their roster at any time as long as they have the space or can otherwise make a move to keep the roster to 70 players.

    - Players that don’t have a roster status of Signed on a team’s 70 roster with a Salary of $500/year or less can be cut with no cap penalty. I.e. as long as you didn’t sign a player in the same calendar year and meet this requirement can be cut with no cap penalty.

    - Players that are real life Free Agents and haven't played a game for a full calendar year can be cut with no cap penalty. If an owner wishes to pursue this rule contact a Roster Organizer and it will be researched to find the players last official game day played and if needed the date will be noted and the player will be automatically removed once the year is up.

    - Players that officially retire from the NFL will be immediately removed from a BDL roster at an owner’s discretion in the likelihood that a player un-retires. Both the Roster space and Cap Space will be credited with no penalty.

    Exclusive Rights Free Agent Signing Period (March 14th-April 17th)
    Players with less than 3 years' experience. You can sign all of your ERFA's to 2 year deals at $500/yr. They don't get a choice in the matter. If you choose not to sign an ERFA they will go into the regular Free Agency Pool. Per the 2013 Owners' Meeting ERFA's are no longer tradable so you either sign them or they become Free Agents.

    Restricted Free Agent Signing Period (March 14th- April 17th)
    Tenders for players must be submitted prior to the thread being opened on March 14th.
    As many RFA tenders at each level can be submitted for eligible players

    2016 RFA Compensation Table
    1st Round - $3,500
    2nd Round - $3,000
    3rd Round - $2,500
    4th Round - $2,000
    5th Round - $1,500
    6th Round - $1,250
    7th Round - $1,000

    Any bids on RFA players must exceed the tender amount and be a minimum of 2 years. Bids must follow FA rules.
    New Initial bids aren't allowed within 48 hours of the deadline
    After bidding completes, the current owner of the player has 48 hours to decide whether they will match the bid or not
    Pick will be for the upcoming draft and if a team owns more than one pick in the round of the tender, the Team's Original pick will be used as compensation. After that, the lowest numbered pick will be used if multiple picks still exist.

    EX: 2nd Round tendered player. Compensatory Team does not have original 2nd round pick, but owns 2.2 and 2.13. 2.2 will be the compensatory pick.

    If a team does not own a pick in the round of the tender, the next highest numbered pick the team owns will be used (not necessarily the original).

    EX: Player tendered at 3rd round compensation by Team A. Competing bid is won by Team B, which does not own 3rd round, but owns 2.8 (Original) and 2.12. 2.12 will be the compensatory pick received by Team A.

    3 Up, 3 Down Signing Period 3 Ups Year Round, 3 Downs by May 29th

    3 Up: Each team is limited to resigning up to 3 Unrestricted Free Agents. If you prefer these can be an RFA's signed to long term contract instead of offering them a Tender. Contracts must be at least 85% of NFL contracts for the exact number of years. Will go to the contract committee and will require 4 approvals to pass.

    When 3 Upping a player who was eligible but not tendered for Restricted Free Agency, the 3 Up offer may not include the value of the a RFA tender. Since the team opted not to apply the tender to the player in question, there is no reason said tender should be included in contract negotiations going forward.

    3 Up and Over: One of these UFA's can be traded to another franchise for compensation but must be signed to 100% of NFL contract or equivalent. It also takes up one 3 Up from both teams and is limited to one per team. If the player does not have a current contract to base numbers off of then they will use the average of the Top 5 BDL salaries at their position.

    3 Down: You gain Cap Amnesty for up to 3 Players and recover their cap space with no penalties. The conditions are only one of those players can have a contract with 3+ years remaining on it. The other two can be players with 1-2 years left. When you 3 Down a player the decision is final.

    2016 Contracts
    - The rookie minimum deal is $425 for 1 year.
    - The veteran minimum deal is $450 for 1 year.
    - The ERFA minimum deal is $500 for 2 years. Normally these are Undrafted Free Agents or waiver wire claims during the season of players drafted the previous 1-2 years.


    2016 Free Agency (Starts May 30th)
    - Free Agent Deals and Restructures can range from 2 to 6 years.
    - If a multiple year contract the lowest yearly salary is $501
    - In FA a player will continue to be bid on until 48 hours has elapsed from the previous bid. The initial bid has to be within the week of that position groups free agency period. Any bid on a player has to maintain a 40% basis of their real life salary

    - The 2016 FA Schedule (on a rotating basis)

    1. OL/QB - The Essentials Week
    2. DB/DL/LB - Defense Week
    3. RB/TE/WR - Skill Players Week

    If an offer stands for 48 hours without a new bid then that player will automatically be signed by the winning team and locked on to your roster for the current year. You cannot take a bid back so please bid accordingly and make sure you have the cap space. Please try not to edit your posts as we will be using the time stamp for bid verification. If you do edit your edit time will be the official start time of the bid.

    The League Minimum is $501 per year. In FA a player will continue to be bid on until 48 hours has elapsed from the previous bid. The initial bid has to be within the week of that position groups free agency period. Any bid on a player has to maintain a 40% basis of their real life salary

    Any bids on FA players must be a minimum of 2 years.
    Bids must follow FA rules.
    To be a 4 year contract, salary has to be greater than $1,500
    To be a 5 year contract, salary has to be greater than $2,000
    To be a 6 year contract, salary has to be greater than $2,500

    For contract totals that are $5,000 and under the current offer needs to be beaten by at least $250.
    For contract greater than or equal to $5,000 but less than $10,000 the current offer needs to be beaten by at least $500.
    For contracts greater than or equal to $10,000 but less than $20,000 the current offer needs to be beaten by at least $1,000
    Contracts greater than or equal to $20,000 the current offer must be beaten by $2,000

    For every extra year added you must add at least 60% of the leading bid's salary to the total contract size. When decreasing the years for every year taken off you add 60% of the average contract size of the year lost to the contract size for the number of years you want


    - Shark Tank - Week 4 1 Year deals (Late July/Early Aug)
    - Existing Contracts can be extended/restructured throughout the year
    - Owners do not have to make up money, ie back pay, on contracts of players they signed in regular free agency/shark tank/waivers. Players on rookie contracts must have money made up

    2016 Draft
    - 7 rounds, 18 picks per round
    - All rookies will have a slotted wage scale
    - Any player that isn't drafted is treated as a UFA for the Shark Tank, and free agency rules apply.
    - Players in rounds 1-4 will have 4 year contracts. Players in rounds 5-7 will have 3 year contracts
    - Following the NFL draft there will be 2 Rounds of PFA Scramble using Waiver Wire rules.

        Yay! Thanks SirA.

        Additionally to our trade and contract committees, I think we should have a ruling committee for probablematic situations that don't concern contracts and trades. I'm thinking for instance about Swag intentionally missing votes to lose or the whole argument about Rofl losing his pick or not after his canceled trade. Right now it's just random owners posting their thoughts and someone arbitrarly making a ruling. I think a rules committee would fix that even though it would be used only once or twice per year at most.

        I also think we could use some changes in the two existing committees. Not that they're doing a bad job but I feel it would be best to involve all owners to share the wirk done today mostly by SirA. Plus if someone leaves unexpectedly we can pick up the work easily and the structure of the league isn't hurt by it.

            I think Ted's idea is a good one. I know that I'm not as familiar with all the inner-workings of this league as all of you are, but there seems to be quite a bit of useless bickering that goes on in these threads. If we can help clean that up, I think that'll be good for this league overall.

            Also, thanks for all your hard work, SirA. As I have just recently begun to understand how much effort it takes to just be an owner, I think that everyone who puts in extra legwork for this league doesn't get appreciated enough.

                  I would like to formally propose both Lukic and Xmad become the permanent owners of Sacramento and Dublin.

                  Both are active, and as long as Whicker, Xmad, and Lukic can commit to be owners, I think they can do a good enough job.
