It depends what scheme a team is running and what they are looking for. I'd say Harvey simply because he is just a much better player than Groves to begin with.

They are both really bad fits as 4-3 DEs, and both good fits as 3-4 OLBs. I know it isn't a direct answer, but it is an awkward question to answer.

Meh, I'd go back on what I said and say Harvey isn't a "really bad" fit as a 4-3 DE. He can be a great fit if he bulks up.
