Because I think Najeh Davenport proved he isn't a capable backup. Plus, Moore is an excellent receiver out of the backfield, and is a solid return man as well. He was the odd man out in Minnesota, so he may actually get some playing time in Pittsburgh.
I think is Moore is more of an insurance policy for Parker than anything, as like Walter said, they are similar backs. They need to replicate what they had when Parker was rushing for 150 Yards, 0 TDs, and Bettis was rushing for 4 Yards, 3 TDs. Maybe a Reuben Droughns?
